Robot workbench can only modify a robot with an empty whiskey bottle in its inventory. Robot workbench does not require robot parts to build robots. 
Build it on a concrete slab and remove the slab to create the space for the wire.
Robot workbench can only be built after completing the General Atomics quests, even though you get the blueprints earlier.
